I'm not entirely sure how I feel about this; after Katsulas' passing in 2006 jms wrote "Andreas is gone...and G'Kar with him, because no one else can ever play that role, or ever will". People are entitled to change their opinion of course, but I find myself agreeing with that statement.
But I guess for an animated show it can work? We'll see...
As for the reboot, it seems it's still underway, according to [2]: "The separate B5 reboot/reimagining is still alive and well, just on hold until the Writers Strike is resolved."
