I'd prefer it the other way around, actually. Forget the rating, maybe just give a thumbs-up/thumbs-down, and require at least a couple of sentences' worth of review.

It's fairly easy to ignore a bogus review when you look at it, but the star system makes it too easy to take them at face value.
