I think the third option (cocoa on OS X, carbon on Windows) is the most likely.

Would they really want to split development like that? Cocoa and Carbon are completely different (C vs ObjC) APIs to Aqua/Quartz/etc.
Consider applying for YC's Spring batch! Applications are open till Feb 11.
