does the bitcoin software build on technology which didn't exist 10 years ago?

obviously it had to wait on the arrival of the internet.

storing and downloading the blockchain in its current form would have been prohibitive but not impossible 10 years ago.

are there any other reasons it couldn't have happened sooner?

how close to when it could have happened, has it happened?
