This comes from "The Single Convention on Narcotic Drugs" and later "The United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances." The UN, including Kofi Annon, is used as an instrument by the US to further US drug policy.

The Global Commission on Drug Policy and its recommendations are nothing more than a ruse.
