I don't know, is it? I thought Kickstarter was supposed to be for funding a project either currently in or soon to be in development, not making a group buy.

I see this as a "get enough money together and we'll OSS it" effort. AFAIR this has happened for some game engine years ago, but I can't recall anything specific about that one.
