As someone else noted though, FEMA itself says that's the FAA's responsibility, even during emergency situations.



That would be the FAA that dragged it's feet (or was being exceptionally careful) on setting rules for UAVs, causing Congress to mandate a deadline to come out with some policy regarding UAVs.


Be glad they're dragging their feet. Try getting the FAA to change a rule once they've made one is near impossible.
