How open are you to hiring people without distributed systems experience? I've interested in large scale distributed systems, but have no experience there. (I'm currently a functional programmer by trade, so I feel like there are a lot more MapReduce-esque insights left to be harvested.)
Regarding H1B cap - there are some other types of visas which allow employement. So I guess those can be used as a temporary workaround until next year.
