Are developers still limited to a minimum subscription of $1/increment? So its ether $12/year or $1/year... I don't understand this.

American credit card billing practices necessitate this.
It's a per-purchase fee.

They may remove it because many people do yearly who'd do quarterly, but that's just speculation
