I reported a Scam account to Facebook and their replay was more or less:

"We are too busy to look at your report. We know you are disappointed..."

There also isn't a way to report Scams in Messenger or Chats, at least that I've found. They just look at the profiles which usually have no content in them, so not a violation of TOS, and let the people continue with their scamming.
