Firstly, I'd like to clarify what these terms mean, I am referring to the time-blocking technique employed for daily planning. The degree of planner flexibility is reflective of its ability to adapt to changes in your day.
Static planners
Starting with static planners, these are akin to physical notebooks. At the start of the day, you note down your anticipated tasks. Unfortunately, once these tasks are written down, it proves challenging to modify this plan in response to changes in your day. You would have to either rewrite the entire plan or manually alter the timings. That's why I categorize them as static - once the planning is done, making changes is quite difficult.
On the contrary, dynamic planners signify our stride into digital world, be it through desktops, saas apps, or mobile apps.
Semi-Dynamic
In my opinion, a semi-dynamic planner resembles a moderately flexible app, specially when it comes to on-the-fly edits. an example can be calendar events employed in time blocking. In the event of conflicts, you'll need to take out time to reconfigure your day. Thus, it's not wholly dynamic since handling unexpected occurrences in your day depends on you shifting around tasks.
Fully Dynamic
Conversely, in the case of fully dynamic planners, we can think of AI-based calendar apps that auto-schedule your tasks whenever a shift occurs in your day. These save you the trouble of having to reshuffle tasks and figuring out how to realign your time with your updated plan. This is accomplished seamlessly, via a single action.

All in all, I have frequently had to reschedule or erase something I thought was "set in stone" for a variety of reasons. I've never regretted writing something in erasable ink whereas the same cannot be said for permanent ink.
TL;DR - the more dynamic, the better.
Secondly, if I have to make a change, my biggest problem is not changing the one item, but changing the downstream issues, such as dependencies, or energy levels. If I'm cancelling task A then I'm also having to figure out how to get dependency B and C done another way. If I'm moving appointment Y to another day, do I have the energy to do appointment Y along with what I already had scheduled for that day?
Dependencies and working with your "energy budget" might be two places for AI to help with a digital planner.
