The only difference is that instead of Assembly and DMA configurations, we now use whiz-bang chips vendor specific APIs.

Commodore and Amiga went down due to bad management.

PC weren't much better unless people were willing to buy whiz-bang sounds cards from Creative Labs or AdLib, while coding for VESA cards wasn't much better without a wrapper library, as contrary to the previous BIOS standards, using Super VGA required drivers from the card vendor.

Naturally not a problem for Windows 3.x games, but not everyone was that keen in adopting WinG from Microsoft.
