I think Exposure Matching is a regional thing.

I had mine disabled since day 1. Its a good idea if it saves lives, but I don't trust Google and Apple to not abuse it

Have you checked under /System/Dev Options/Running Services/Google Play Services? You'll see it's still running, even if on a treadmill.
