The 14th amendment isn't a part of the founding document, and it does. If you are in a similar circumstance to someone, you are treated the same. If you are in a wheelchair and someone else isn't, you are not in the same circumstances.
Your point really seems to be 'why doesn't the government give me exactly the same thing they give the less fortunate.' The answer is, you don't need it to put yourself in a position to compete. They do.
