I hate this trend of criminalizing the use of tools, just like they wanted to criminalize the use of "circumvention tools" in SOPA, and if they keep this up in the future they'll probably want to criminalize encryption as well if it makes it hard for them to monitor the web with that NSA Utah datacenter or through some other ways.

I believe there are countries where that is the case. So it is not really that outlandish. Export of encryption software was illegal until 10 or 15 years or so ago.
