It doesn't have to have an explicit bug in order to be shit.

There's too many instances where something is doable, but only painfully so. copy/paste over the last 10-15 years is a perfect example of something that isn't bugged but is complete shit in most software nowadays.

search is another one, how often have you been on a website where ctrl+f doesn't work right because subsequent data only loads after you scroll below the fold? no bugs, but still shit software.
