It absolutely is. It's a classic tactic of social justice warriors (in the party-agnostic sense) in particular, and authoritarians in general - "you're not arguing/asking questions in good faith, you don't get to talk any more."

I read up on "JAQing" in particular, and it's very clearly just a way to shut down opposing thoughts without having to discuss why.
