It seems to me that DevOps is just Taylorism. Trying to squeeze more work out of engineers by shifting responsibilities previously handled by systems admins.
In my experience, back to sysadmin's don't code concept, we would keep it that way if self-service was a thing. Instead, we have standing IT Army's that gatekeep through extensive IT Helpdesk Tickets.
