The article is ignoring proportion here: while fresh water is scarce, 700,000 liters of water is insignificant (like, one millionth of one day's fresh water use for North America).

To offer some scale: 700,000 liters is a shallow half-acre pond.

Finally, fresh water is often discussed as a limited resource, but it is only scarce in places where is it is scarce. In many locations it is naturally renewed faster than it can be used.
