I live in a place where "engineer" is defined by law and requires membership in a professional order. That prompt "engineer" would basically be fined a significant portion of their salary for using the title.
A "engineer" in the sense of software, is not the same as an engineer in a trade. It's not a protected title in most countries which protect the more general "engineer" title and role. I suspect that even in whatever your country you live in, using "Prompt engineer", won't be a problem. And if it does, then that's sad.
