The other major challenge Intel has that contract manufacturers like TSMC don't is an addiction to inflated monopoly level margins on their chpis. The entire organization is bloated and unable to control costs meaningfully like TSMC because they simply haven't had to given the profit margins on CPUs. Contract manufacturers have to be nimble when responding to customers, and that just isn't the Intel we know. I will be really impressed if they can overcome this baggage.
