It's high time we rethink search, but it's a really difficult problem.
Google were absolutely very good at it, but there are probably multiple factors at play in why they're getting so bad..
The constant "SEO" battle, the least relevant websites happen to be the ones with most investment into cheating themselves onto the frontpage.
Search is probably a bad business, it's very expensive to do right, and nobody seems to pay for it. (I'd be willing to pay a reasonable subscription for access to the good old google search, if it could still exist, I'm sure many others are too, now that we know what we lost).
