Well this is some ideological drivel. The first area in the reports defines an increase in government size as a decrease in freedom.
I suppose my local metropolitan area would be considerably more free if we didn't have mass transit that allowed for a dense urban area and the economic activity that comes with. Perhaps we should disband the legal system that enforces contracts so that when a business hires another, they can anticipate actually getting what was agreed to.
Edit: It gets even more logically inconsistent as you go further into the report. They point out that they ranked China as 116 out of 165 jurisdictions and then two paragraphs later have this title
