Not just PayPal, too – other services that offer the ability to send invoices to arbitrary people.

The worst part about these scams is that the invoice email is legitimate, as in, it's actually coming from PayPal and it's not a "fake" email.

This scam does not rely on services being able to send to arbitrary email addresses without prior confirmation.
