I would take a look at https://en.opensuse.org/SDB:Using_Your_Own_Backends_to_Print.... Going off a quick glance at the code examples, I think it might be fairly straightforward to hook into CUPS. https://github.com/jsmeix/cups-backends also has some useful looking tools.
