The 32-bit x86 patents expired awhile ago, and no one has done anything with it (far as I can tell). It's just really hard to implement an x86 CPU, and there probably isn't much motivation when they're so ubiquitous and cheap already.

AIUI, there's quite a few new x86 systems targeted at industrial/embedded use and retrocomputing. I've also heard of at least one modern core which implements i586.
