If you got your first vaccine outside of your home country, you could have easily gotten a new one in every pharmacy or even on amazon [0]. Just because you didn't doesn't mean the country didn't offer a solution for exactly your problem. This is a dilemma of your own making not of laws and also for a lot of international travels you always needed your vaccine passport.

I left before the pandemic and there was absolutely no requirement to have a vacc pass for my destination at any time. Stamping yellow passes was not even offered at the place of my vaccination. Probably somehow it would have been possible if I had the pass, but that was at least never communicated to me. I called the embassy multiple times and asked how to convert that into a cert that is accepted in the EU. They had no idea at that point. Just like you.

Even when I entered North Korea they needed the WHO vaccine passport from me BUT hey I am in a good mood these days so tell us in which magic fairytale country you got vaccinated in that did not offer you to use the WHO Vaccine Passport and I google it for you and show you that you could have shown a WHO Vaccine Passport and got it "stamped". Oh and just to be 100% sure I do this for you so you can see that the problem is YOU and YOUR misinformation that you try to be persistent about. I have not lied before, and I have not moved the lamppost. You answered the question about the WHO passport, only after 4 times of asking you said that you forgot it at home. After I explained to you that you could have easily gotten a new one (a statement that you pleasantly ignored again in your last answer), you claim that the country where you were vaccinated in does not use or did not allow you to use a WHO Passport without providing any proof. Anyone who needs to reverse the burden of proof to testify to his own credibility has the burden of proof attached to him until he confesses. Otherwise, your statement is NULL. No matter how you twist it this a situation of your own making.
It's a day later now and I think it is safe to assume that you haven't figured out yet, how to get the yellow pass stamped in Mongolia, or otherwise avoid having your medical data being passed around totally unprotected. No wonder, I tried hard for weeks to get information on this. You probably also have figured out that the German federal foreign office does not even mention the yellow passport during the pandemic for traveling to Mongolia. And of course Amazon does not deliver to Mongolia too.. Actually, getting anything delivered to Mongolia takes weeks or more, because of restrictions of movement.

Since you insist and press for more personal information (ironically in a thread about privacy), go ahead and prove to me, how I could have avoided the digital certificate in a country that uses a central vaccination register and does not even hand out physical print outs in the hospital, even on request. The urls to the unprotected certificate website are sent after vaccination by SMS (I consider this a privacy violation already). No exceptions. WHO passport is completely irrelevant to my story, even if I had it with me. Maybe there would have been an option to get it stamped after acquiring Passierschein A38, but not to my knowledge. That would also change nothing at all.
Mongolia. If you find a source (Mongolian regulation please - Google Translate works) that describes how the digital certificate could have been avoided, I will admit that I was wrong about the specific certification requirements. Nothing more, because I did not lie in this thread. To my knowledge I had no option to get vaccinated (and also tested) without getting my privacy violated.
Another funny anecdote the PCR test result for my flight (the physical one - the redundant digital one was SMS&URL again) was provided to me in this way:
Nobody was at the clinic when I came and all the results (mine and many others) were openly on a table next to the open entry of the building. This one I can actually easily prove, because I took a photo. I can show it to you in Berlin if you want. But then I want you to admit that there are indeed terrible privacy implications through all these certificates.
