I don't necessarily endorse the practice, but, that's not how I read it. It seems like "doing the minimum to not get fired" is what they're aiming for, which means not getting fired.
I don't know... I think the point is not caring about being fired because they only explain timelines for a short period of time. I assumed the end of that period was being caught! But maybe you're right!
