I have not read Parfit's paper, but in the article only the utilities of the gifted and disabled boys are considered and the utility of the parent is neglected. This gives a partial view, because the decision of a parent sensitive to utility will also need to account for the utility cost / benefit to themselves of the move (e.g. if they will decrease their own utility by feeling guilty about favouring one child's utility more than the other).
