Every overreach in surveillance of the last 30 years has been justified as a way to stop child porn or terrorism. Law enforcement deliberately chooses these issues because they know they are an easy way to manufacture consent for greater surveillance. Mission creep isn't hypothetical. Many of the provisions in the Patriot Act are now completely entrenched and still used to today for drug enforcement and petty crime.
