Apple sells a couple hundred thousand computers that simply have to run a browser and show Facebook, for every one that has to have current PHP installed.
If you're developing anything and don't know how to configure your tools, I'm not sure what to say.
Do you understand the setup and configuration of every language of every tool you use? That seems impractical.
I use scripts written in Ruby reasonably often without _any_ understanding of how the Ruby ecosystem works. I just want to run the tool, and the tool happens to be written in Ruby.
