I remember following the development of Bioshock Infinite and Starcraft 2 for years, and then being disappointed at the content that ended up cut between the previews and the releases. Since then I just don't follow early hyping of video games.
So if I were someone who liked CDPR's Games, and I bought Cyperpunk and enjoyed it, I wouldn't say "Man I'm so outraged, they promised x feature and the game didn't ship with x feature", I'd say "Haha Cyborg Genitals Go Brrrrrrr".
I think a better question is why do so many gamers want to tell other people whether or not they're allowed to enjoy a game. This is particularly bad as someone who enjoys Bethesda open world games, any discussion online of any of those games not named "Morrowwind" or "Fallout New Vegas" is a one way train to people telling me I'm an idiot for being willing to buy another one, as if I'm not allowed to like Skyrim or Fallout 4.
