Don't forget that this info page was written something like 20 years ago - or even earlier.

At this time security requirements where completely different than today and it was not unusual for everyone in a lab to have root access to the machines.

I really miss the time when you could assume that, if someone had access to your computer, he or she was qualified to properly operate it.
