The TVA is federally owned. Disney is not.

Pretty sure Disney has to abide by EEOC (federal) regulations, so they probably have to abide by other federal regulations, privately owned or not.

The EEOC says nothing about you can’t fire one group of workers to hire another group of workers that are legally allowed to work.

H1B rules say you can't use the guest worker program to replace domestic workers. Willfully violating this should be a felony.
