The IPV4 depletion site, now IPV6 enabled? Did they seriously set up a website warning about the impending doom of IPV4 address allocations initially on IPV4 only?

If that doesn't paint a picture of the sorry state of the IPV6 transition, I don't know what does.

Making the warning page primarily accessible by the people that will actually be affected by the problem? Makes perfect sense to me.

I think you're underestimating the importance of leading by example - assuming of course that the purpose of the website is to do something about the problem.
