I've heard here and elsewhere that only USA uniquely tax citizens living abroad. Most other countries don't. Seems Eritria and Myanmar are the other two countries with that tax regime on expats [0]

If you're not currently a resident, I don't think so. I think that the US is unique or rare in taxing citizens who are non-residents.
