embedded questions in a headline should get the same sentencing as those ending in a question mark. It is not hard to point out the answer in the title. I won't try at it, thohgh, since I won't read the article (either way or because of) Betteridge's law of headlines.
"Why successful startups stumble at 40 employees" is a statement and an answer, not a question. If it was a question, it would be "Why do successful startups stumble at 40 employees?"
