it was a [double] bus. It isn't the kind of vehicle one stops out of courtesy to let the other car to merge (until such courtesy is the only option for the other car to merge, obviously)

Anyway, it is an obvious software failure as the Google car hit the side of the bus at slow speed. There is no reason to blame it on somebody.
