How? Wouldn't the FBI reverse engineer it?

It seems like apple would have to update all phones to a new version (which would prevent the exploit provided to the FBI) before handing it to them.

It's not that reverse engineering is difficult - the FBI could theoretically do that now. It's that it needs to be signed to be accepted by the phone.
