That happened in my company.
The CIO left bragging about implementing itil on servicenow.
What they did was replacing RT for servicenow, and only for some ticketing queues. Nothing else, no change management, no cmdb, only an incident and non standard requests queues.
128k/ year, while RT still runs in a VM for all the other ticketing queues.
Absolutely. Take my two kids, they are wildly different, and so equal. One can focus a bit the other is impossible to get focused. He gets distracted when doing a wee, is astonishing, sometimes I'm speechless.
Who is going to pay for the telescopes? Are the constellations going to fund them? Who is "someone"? I say that the constellations are responsible for messing up the sky and should pay for the fix.
The cost of Webb wasn't the launch but the telescope itself. Folding it up to fit in rocket cost a lot extra but it would still have cost billions. The Hubble-sized Nancy Roman telescope, with much gifted by NRO, is going to cost $3 billion. The extremely large telescopes being built on the ground are almost as expensive.
It might be possible to build and launch a bunch of say 1m telescopes cheaply. But "someone" would need to fund it since it isn't something that company would do.
