As does plain Google Chrome, at least on OSX. Open Dev Tools and click the 2nd icon on top, next to the loupe, which looks like a mobile phone. From there you can specify a set of throttling speeds (offline, gprs, edge, 3G, DSL, Wifi)
http://www.moredrunk.com - Lists alcohol from different bars and grocery stores in order of Alcohol Content/Price. Haven't touched it in over a year and the parser needs an update. Not a lot of traffic currently but perhaps has a high potential.
For use on the web you'll need a server license, though, which is $3800 for one machine. Fine if it's a business with revenue, but pretty steep for side projects or free services.
(There's also a free version for non-commercial users, but it's really only usable for evaluation, because it adds a PrinceXML logo to the generated PDFs.)
We offer our database publishing software as open source (http://speedata.github.io/publisher/index.html). It is used in many commercial environments as a better alternative to XSL-FO. Edit: However, I am not keeping track of happy hour deals since that requires a new data source that I haven't figured out yet. Ideally, I'd have establishments give me the data but the site doesn't have the ability or userbase for yet.

Hey, thanks for the feedback. I run that website. It's still in early development and there are still some technical challenges. I will definitely post to HN when it's more production ready.
I think the change is due to cheap and plentiful on-board graphics that limits the screen resolution but provides a longer battery life.
Since most users don't need a powerful gaming laptop, manufacturers use the cheap, efficient, but limited on-board graphics processors.
