I suspect petrochemical usage is limited by refining and transport, not raw material availability. Overproduction of raw material costs and loses money, and nobody will do that without political goals or coercion. If you want to increase usage, it’s going to take a whole lotta steel and piss off a whole lotta nimby’s.
